Kurzfassung englisch:
The IEA sponsors research and development in a number of areas related to energy through a number of implementing agreements. ECBCS's -ECBCS stands for Energy Conservation in Buildings and Community Systems - mission is to develop and facilitate the integration of technologies and processes for increased energy efficiency and conservation into healthy, low emission and sustainable buildings and communities, through innovation and research in decision-making, building products and systems,
and dissemination. The strategy applies to residential, commercial, office buildings and communities.
The strategy is derived from research drivers, national programmes within IEA countries and the outcome of IEA Future Building Forum as weil. The strategy represents a collective input of the Executive Committee members to exploit technological opportunities to save energy in the building sector, and to remave technical obstacles to market penetration of new energy conserving technologies. Twenty four countries and the European Union have elected to participate and have designated contracting parties to the implementing agreement.

This designation by the government of a number of private organisations as weil as universities and government laboratories, has provided a broader range of expertise to tackle projects in the different technology areas than would have been the case if participation was restricted to governments. The importance of associating industry with government sponsored energy RD&D is recognised in the IEA and every effort is made to encourage this trend.
