In 1998 the Austrian motorway company ASFINAG (Autobahnen- und Schnellstraßen-Finanzierungs-Aktiengesellschaft) decided to implement a modern pavement management system for the systematic maintenance of Austria’s approx. 2.000 km of motorways and expressways. On behalf of ASFINAG the Institute for Road Construction and Maintenance at Vienna’s University of Technology (ISTU) started to develop and to set up the system by using VIABASE© database software and VIAPMS© analytical software, both of Canadian origin (dROAD©, dTIMS©).

The decisive factor for a decision in favor of VIAPMS© - in comparison to other systems - had been that algorithms and models can be modified and defined by the user. That allows an individual adaptation to the road network and general framework conditions. To find out the most effective maintenance strategy the computer-assisted management system employs a deterministic optimization model using IBC-technique (incremental-benefit-cost-ratio).

From 1998 to 2000 the system was built up step by step, starting with simple models and algorithms at the beginning and a current improvement to the end of implementation phase. Beside the establishment of the system the database was structured and filled with already existing and new data of the road network (condition data, pavement construction data, traffic data etc.). After the first application in practice on two motorways (pilot project) the Austrian PMS became standard for maintenance planning on the motorways and expressways by the end of 2000.

At the moment version 2002 of VIABASE_AUSTRIA and VIAPMS_AUSTRIA is used by ASFINAG, the road administration authorities of Austria’s 9 provinces and two separate motorway companies (ASG, ÖSAG), which maintain the road network on behalf of ASFINAG. The results of PMS-calculations are used for strategic planning on network-level by ASFINAG as well as for further investigations on project level by all road administration authorities. The section-based results of each investigated road section are combined with those from bridges and tunnels to get a harmonized construction program for the whole motorway- and expressway-network in Austria.
